InterpretationOn the homefront, in wartime, the health of workers and the community is even more important than in peacetime. During World War II nearly every community experienced a shortage of doctors and nurses due to the increasing need for their services on the war fronts. There was a great deal of need at home for numbers of people who were qualified to render adequate first aid. To help alleviate this problem, the American Red Cross in collaboration with the Office of Civilian Defense devised a 20-hour course in First Aid, leading to a First Aid certificate.
